Due to significant applicants demand in India for Canada, those who are coming to Canada to permanently reunite with their families, and those who are coming to study at one of the approved designated learning institutions (DLIs), are being prioritized.
Applicants in India who are applying for a study permit and plan to study at one of the approved DLIs in Canada, or are applying for permanent residence in the family class as a spouse, partner, or dependent child, can now book an appointment to enroll their biometrics at any VAC in India, namely the VACs in Ahmedabad, Bangalore, Chandigarh, Chennai, Hyderabad, Jalandhar, Kolkata, Mumbai, New Delhi, Pune.
Please find the link for the VAC website to book an appointment.
Another important note is, at this time applicants in India cannot submit paper applications at VAC centers or enroll their biometrics for an application other than for a study permit or permanent residence as a spouse, partner, or dependent child under the family class. For those looking to submit their passport, a 2-way courier service is offered. For further details, please visit the VAC website mentioned in the comment description.
According to Nadir Patel, High Commissioner of Canada in India mentioned on his Twitter that VACs across India have confirmed 60,000 biometric appointments since resuming service in November 2020.

Another attention to all in India is, biometric letters and passport request letters have automatically been extended until the VACs can accommodate all applicants requiring biometrics.
